Definitions for Risk and Uncertainty

USACE will be wrestling for some time with the implementation of its new risk and uncertainty methodology. Of concern will be both a consistent scientific methodology, and a vocabulary and style for the presentation of the results to technical audiences and the public. The choice of words is very important because they help us distinguish one concept or idea from another. In this regard, the terms "risk" and "uncertainty" can cause problems because different authors have ascribed to them significantly different ideas. Risk has been used to convey each of the following meanings (USACE, 1992a, pp. 10–11):

1. The idea of hazard, when something is described as being "at risk."

2. The expected losses or risk related to a venture.

3. The probability of some outcome, such as the risk that a levee will be overtopped.
